TRANSFER POLICY:
You must have come across the management’s circular No.261 dated 29.12.2006 issued for justifying the unilateral amendments made in the transfer policy for the officers. It is surprising to note that the management has gone to the extent of justifying highly retrograde unilateral amendments in the policy which will put the officers and their family members to great hardship, inconvenience, mental agony and unbearable problems, besides undesirable expenditure on the bank and mass scale demotivation and demoralisation amongst the staff. These amendments which have been forced upon through the Board of the Bank have resulted in total cancellation of the bilaterally settled and time tested policies of transfers, postings and placements of officers in the bank. We are amused to observe the justifications given in the circular.
First of all you should know there is no single bank in the country which has such retrograde provisions for transfers, postings and placements of officers as has been forcibly amended by the management of our bank.
Neither any bank has such provisions nor it is desirable that the promotee officers in any channel should be compulsorily transferred out of Zone even when vacancies are available in the Zone. What can be the justification for such chain postings i.e. compulsory transfer from one Zone to another and filling up the vacancy of that Zone from another Zone and so on and so forth, other than the desire of the management to compulsorily dislocate the officers to far flung areas. When the area is more than 500 kms in each Zone and more than 800 kms. in some Zones is it smaller for such postings so that the postings to thousands of kilometres are required ?
In any way these retentions on promotion were to the extent the vacancies are available in the Zone and not all promotees were getting retained. What is the logic behind compulsorily posting outside the Zone and filling up the vacancy of the Zone from other Zone? Other than the disturbance to the officers, forcing inconvenience upon them and adding huge expenditure in the P & L of the bank.
The lady officers have got their own problems and all managements for the last more than 20 years have understood the necessity of providing them retention within the Region on their promotion. We cannot but laugh on the justification of the management that to provide level playing field and to give the so-called exposure, they are required to be posted at par with other officers on their promotional postings. What a treatment and gesture of the management towards the ladies when the management claims itself to be staff and ladies friendly?
The management provides for rotation of Scale I officers in the Zone and Scale II and III officers in the country. The provisions introduced unilaterally will result in mass scale transfer of officers for no ostensible reasons. These provisions will cause dislocations immediately and multiple transfers and postings. The officers rotated a few months back will face another rotation under these provisions and will face another transfer on their promotion in the promotion processes to be held. Anyone who will read the provisions in totality will understand that no application of mind has been made for introducing these provisions.
The Principal Office Bearers of the unions were required to be rotated at the same centres as per the bilaterally settled policy and was honoured for last more than 15 years. Nowhere including our bank any guidelines were violated due to these provisions. This was necessary to provide proper environment for the functioning of the trade unions in the bank. The amendments forced are visibly introduced to completely hamper and dislocate the functioning of the trade unions in the bank. These amendments blatantly exhibit the management’s dislike towards the trade union movement of the bank and its desire to enforce such provisions so as to initiate dismantling process of the trade union activities. The special treatments to the Principal Office Bearers of the trade unions are available in all banks, all institutions and the Government itself as the same are extended to the legitimate trade unions.
It is highly illogical and unjustified to have cancelled the request transfers from Region to Region for Scale I, II & III and Centre to Centre in Scale I. By these provisions, the officers who are posted to long distance from their parent Region/Centre will never be able to come back to the parent area as they will have no right to record their requests for such postings/transfers. When request transfers are to be considered only on available vacancies why the same should not be allowed to be recorded when someone has to be posted to full up the vacancy. The idea is to apparently put the officers on the total discretion of the management.
Though we shall be dealing with the provisions further in the ensuing circulars and also the provisions of other banks, but in nutshell it can be observed that the unilateral amendments forced are with an object to have mass scale dislocation, to put the officers at the mercy of the management.

Ban has been imposed on the conversion of the Specialist Category Officers to General Category until they reach to Scale III and complete 5 years in Scale III. Ban has also been imposed on their participation in General Category Promotion Process. These provisions are not available in any bank nor are tenable by any logic. This is an example of insensitivity towards the justification and the bi-lateral system.
